Skaters are allowed to pass as long as they don’t impede the progress of another skater.
The skater making the pass is responsible for making a clean pass.
Referees watch the position of the skaters’ blades, hips, and shoulders, to determine which skater is in the lead, and if a skater has impeded the progress of another skater.
Referees look for the following:

“arm push”
“arm block”
“Lane change” from inner to outer, causing contact
“Lane change” from outer to inner, causing contact
Push from behind
Kicking the foot out at the finish
